Cullen is of British heritage, originally from Quebec’s Eastern Townships, traditional territory of the Abenaki, and now resides in Toronto’s east end in Williams Treaty territory.
Among other duties as Associate General Counsel, Cullen leads the OSC’s Action Plan for Truth and Reconciliation (APTR) Working Group. The APTR Working Group is a multi-disciplinary team working towards truth and reconciliation and enhancing Indigenous participation in and access to the capital markets.
Prior to joining the General Counsel’s Office in 2021, he led the Market Abuse Team in the OSC Enforcement Branch. Before taking on management roles, Cullen was a litigator in Enforcement, beginning in 2007.
Prior to joining the OSC, Cullen was in private practice at a securities litigation boutique firm and, before that, at a major national firm.
He graduated from law school at McGill University in 2002, obtaining degrees in civil and common law.
