Winter Dawn Lipscombe

Winter Dawn Lipscombe is an Anishinaabe policy leader, entrepreneur, and community advocate from Wauzhushk Onigum Nation in Treaty #3 territory. With nearly a decade of experience advancing Indigenous-led governance, economic development, and workforce strategies, she has worked across sectors to design initiatives that strengthen local economies, honour traditional knowledge, and create sustainable opportunities. Winter Dawn is the co-founder of When the Frogs Sleep, a digital storytelling platform and podcast amplifying Indigenous voices. Her career includes leadership roles in policy and economic development at Grand Council Treaty #3, the Ontario Ministry of Energy, Northern Development and Mines, and Crown-Indigenous Relations. Winter Dawn brings a strong foundation in strategy, governance, and cultural values to her work. She is committed to building solutions that centre Indigenous sovereignty, foster innovation, and create intergenerational prosperity.
