NOBEL, ON – The Ontario First Nations Economic Development Association (OFNEDA) has named Gina Wesley of Lac Seul First Nation the recipient of the 2026 Economic Development Officer of the Year Award, recognizing her outstanding leadership, innovation, and commitment to advancing economic self-determination and long-term prosperity for her Nation.
The award was presented during the First Nations Economic Advancement Conference (FNEAC) Gala Dinner and Awards Night, where First Nation leaders, economic development professionals, and community champions gathered to celebrate excellence and achievement across Ontario.
A proud member of Lac Seul First Nation, Wesley serves as Director of Economic Development and Commercial Operations and Board President of Wiimamaandaawinam Prosperity Inc. (WPI). Throughout her career, she has championed a community-driven approach to economic development, ensuring that local priorities shape long-term planning, investment, and growth.
“Economic development starts with community,” said Wesley. “We need to understand what our members need, what barriers they face, where opportunities are being lost, and what they want Lac Seul to look like in the future. Then we determine how to achieve those goals.”
That philosophy has guided a series of transformative initiatives that are creating measurable benefits for community members while positioning Lac Seul First Nation for long-term success.
Under Wesley’s leadership, Lac Seul First Nation completed a comprehensive Economic Strategic Plan and Economic Leakage Study, providing valuable insight into community priorities, economic challenges, and opportunities for growth. Rather than allowing the studies to remain reports on a shelf, the Economic Development team used the findings to develop practical solutions and strategic investments.
One of the most significant needs identified by community members was transportation. Employment opportunities existed in nearby Sioux Lookout, but many residents faced challenges accessing reliable transportation. In response, Lac Seul First Nation secured funding and launched its first community Transit Program, creating greater access to employment, training, and essential services.
The studies also highlighted opportunities to retain more economic activity within the community. Those findings have informed the development of a community-owned accommodations facility and the exploration of opportunities to acquire and operate businesses serving Lac Seul residents, helping build local ownership and increase community wealth retention.
“What I am most proud of is seeing community priorities becoming reality,” Wesley said. “We are using what our members told us to guide our decisions and investments.”
A key component of Wesley’s leadership has been building organizational capacity. Over the years, Lac Seul’s Economic Development Department has grown into a team of 15 professionals, strengthening the Nation’s ability to manage projects, pursue opportunities, develop businesses, and respond to emerging investments.
“Building capacity within our department means building capacity within Lac Seul,” said Wesley. “The stronger our team becomes, the better positioned we are to create opportunities, manage development, and advance our own economic future.”
Wesley has also played a critical role in ensuring Lac Seul benefits from major developments taking place throughout its traditional territory. Her work has included the negotiation of Impact Benefit Agreements, exploration agreements, and participation in three major transmission line projects.
For Wesley, successful agreements are measured by outcomes rather than signatures.
“We need to look at what these agreements create for our community,” she said. “Do they create procurement opportunities for our businesses? Employment opportunities for our members? Training opportunities? Ownership opportunities? These are the questions that matter because they determine whether development results in lasting benefits for Lac Seul.”
Her efforts have consistently focused on creating meaningful outcomes through employment, training, business development, environmental stewardship, and community ownership.
Alongside economic advancement, Wesley has contributed to Anishinaabe-led impact assessments and has been a strong advocate for environmental monitoring and protection, ensuring development respects the lands, waters, and resources that support future generations.
Her professional qualifications include credentials in Aboriginal Financial Management and Economic Planning, a Political Science (Pre-Law) degree, and a First Nations Applied Land Management Certificate, providing a strong foundation for her leadership in community economic development.
Despite receiving one of OFNEDA’s highest honours, Wesley credits the accomplishments to the collective efforts of staff, leadership, community members, and partners.
“I may be the person whose name appeared on the nomination, but this work belongs to many people,” she said. “I am proud of the team we have built and everything we continue to accomplish together. I am grateful for our staff, leadership, community members, and partners who continue to move these opportunities forward.”
The OFNEDA Economic Development Officer of the Year Award recognizes individuals who demonstrate exceptional leadership, professional excellence, innovation, and measurable impact within First Nation communities. Wesley’s achievements reflect a commitment to community advancement, economic self-determination, and sustainable prosperity.
Looking ahead, she remains focused on the opportunities that lie ahead for Lac Seul First Nation.
“There is still much more we want to achieve,” Wesley said. “When I look at how far we have come and the opportunities we are pursuing today, I am excited about the future of Lac Seul.”
